Exercise James Cook was the sixth biannual oil spill response exercise to be conducted.

The primary focus was to test the arrangements of the National Plan to Combat Pollution of the Sea by Oil and Other Noxious and Hazardous Substances. It was designed to test the administrative and operational arrangements for responding effectively to a major marine oil spill.
